Devin Feldman is an Airport Police Sergeant with the Los Angeles Airport Police Department and supervisor of the Emergency Operations and Planning Unit at Los Angeles International Airport.
​
With 13 years of airport law enforcement experience, he leads the development and management of LAX's Counter-Unmanned Aircraft Systems programme, shaping how one of the world's busiest airports prepares for and responds to emerging drone threats.
​
His work spans C-UAS strategy, technology evaluation, regulatory compliance, operational integration and training, with a strong focus on multi-agency coordination across aviation, law-enforcement and security stakeholders.
​
Alongside his counter-drone responsibilities, Devin oversees emergency preparedness and critical incident planning for the airport, and has served in Incident Command and other leadership roles during major national and international security events.
​
He holds graduate credentials in security studies from Johns Hopkins University and in international security from the University of Cambridge.

Dick Bouwhuis is a Senior Policy Officer and Strategic Advisor specialising in unmanned aviation, counter-UAS policy, airspace security and the protection of critical infrastructure against emerging drone threats.
​
He contributes to the development of the Netherlands’ national approach to unwanted and potentially hostile drone activity.
His work focuses on strengthening situational awareness, improving the detection and assessment of drone incidents, establishing effective governance and operational coordination, and enabling the proportionate deployment of counter-UAS capabilities. He works closely with aviation, security, law-enforcement, defence and critical-infrastructure stakeholders.
​
Dick also represents the Netherlands in European initiatives aimed at improving C-UAS interoperability and standardisation.
He is actively involved in the EU-funded COURAGEOUS² project, which brings together European authorities, research organisations and operational end users to test C-UAS solutions, develop common performance requirements and translate technological innovation into deployable operational capabilities.

Jon "JT" Taylor is Vice President and Director of Public Safety at Dallas Fort Worth International Airport, where he leads law enforcement, aircraft rescue and firefighting, emergency management and security operations across one of the busiest airport campuses in the world.

With a career at DFW spanning nearly three decades, Jon's expertise covers aviation security, anti-air piracy, special operations and large-scale emergency response in an environment that moves tens of millions of passengers each year.
​
JT joined the department in 1997 and rose through the ranks, serving as a Traffic/SWAT Sergeant, Bomb Squad Commander/K9 Sergeant, and multiple roles as a Police Lieutenant. JT served as the Assistant Chief of Special Operations until his promotion to Chief of Police in 2020, and Director in 2024.

Jon has been a visible advocate for community-centred security, championing initiatives such as DFW's "See Say" reporting platform and the expansion of the airport's fire and rescue capability.
​
He holds a BA in Criminal Justice from Lindenwood University and a Master's in Professional Development from Amberton University, and is a graduate of the FBI National Academy, FBI LEEDS, the National Preparedness Institute-Harvard University, and the Institute for Law Enforcement Administration's Management College.

Joshua Cousins is Assistant Chief of Police at Dallas Fort Worth International Airport, one of the busiest airports in the world, where he leads public safety operations at the front line of the airport counter-drone challenge.
​
He began his career in law enforcement in 2010 following service in the U.S. Army, and has progressed through the ranks at DFW in roles spanning field training, corrections, patrol and specialist command, including leadership of the department's SWAT and traffic units.
​
Joshua is the architect of COBRA (Combined Officer Broad Response Action Team), a counterterrorism unit that brings DFW airport police together with airport security, TSA officers and U.S. Customs and Border Protection agents under a single command to provide a visible, integrated presence for the tens of millions of passengers passing through DFW each year.
​
He is a recognised voice on counter-UAS policy and operations, testifying before the Texas Senate on the authority gaps facing airport police in an environment where DFW detects thousands of drones in and around its airspace every month.
​
Joshua holds a master's degree in security studies from the Naval Postgraduate School and has contributed to applied research programmes including PARAS and the Center for Homeland Defense and Security. He was named to the IACP's 40 Under 40.
Kenny Maldonado is a Special Agent and investigator with the FAA's Law Enforcement Assistance Program (LEAP), part of the agency's Office of Security – National Security Programs, Southwest Region, based in Fort Worth, Texas.
​
He joined the FAA in 2011 and leads regulatory investigations into airmen, aircraft and certificated entities suspected of criminal activity.
​
His branch handles cases ranging from drug and alcohol violations to the falsification of aircraft registration and airman documentation, with aviation safety as the throughline in every file.
That regulatory authority gives LEAP a distinct role in the aviation enforcement landscape, sitting between the FAA's certification powers and the criminal jurisdiction of its law enforcement partners.
​
Kenny also partners closely with federal, state, local and tribal agencies on aviation-linked investigations covering drug smuggling, money laundering, airman prison matches and DUI/DWI matters, while providing investigative support and document inspection training to those same agencies.
​
More recently, he has trained and assisted hundreds of Texas law enforcement officers on unmanned aircraft systems.

Mr. O’Hara joined Narita International Airport Corporation (NAA) in 2025 after completing his long-time service for the public sector. Since then, he has been responsible for the safety and security of airside operations on runways, ramps, aprons, and across the airport. He brings a distinctive background and extensive experience in law enforcement.
Since joining Japan’s National Police Agency (NPA) in 1990, he has worked in a broad range of fields, including investigations, intelligence, policy planning, and international cooperation. He was assigned to Indonesia twice (2010–2012 and 2017–2019), where he contributed to capacity-building efforts under the Indonesian National Police Reform Program.
He served as Adviser to the Chief of Police and taught community policing as a professor at the Police Science College. His senior leadership appointments include Commander for Criminal Investigations, Kanagawa Prefectural Police Headquarters (2012–2013); Director, Drug and Firearms Division, NPA (2015–2017); Commissioner, Toyama Prefectural Police Headquarters (2019–2021); Director General for International Affairs, NPA (2021–2022); Commissioner, Shizuoka Prefectural Police Headquarters (2022–2024); and Director General, Kinki Regional Police Bureau (2024-2025)
He also served as a visiting scholar at George Washington University in the United States (1996–1997) and the Australian National University in Australia (2005–2006).

In 2008, he co-created Mesmer, a pioneering technology designed to safely take control of and land hostile drones, anticipating the Counter-Unmanned Aerial Vehicle (C-UAV) market years before it became an established sector.

Rob Robertson is an 18-year law enforcement veteran and Aviation Program Supervisor for the Arlington Police Department, where he oversees a team of 60+ UAS pilots and leads the agency’s expanding Drone as a First Responder (DFR) program. With nearly a decade of experience in public safety aviation, Rob specializes in Beyond Visual Line of Sight (BVLOS) operations, counter-UAS, and the integration of emerging technologies into real-world operations.
In addition to his public safety role, he serves as Regulatory Manager for a robotics defense provider, helping advance innovative technologies to protect critical infrastructure.
His experience includes coordinating UAS operations and airspace security for major events, including the FIFA World Cup, NFL games at AT&T Stadium, Major League Baseball events, INDY, PGA, and other large-scale public gatherings. He works closely with federal, state, and local partners to advance safe, coordinated UAS operations in complex airspace environments.
Rob holds a Master of Science in Uncrewed Systems from Embry-Riddle Aeronautical University, graduating with distinction. He serves on the board of the Law Enforcement Drone Association (LEDA), as a legislative liaison for TEXGRU, as Vice President of Public Outreach for the FPV Freedom Coalition, and as an FAA FAASTeam DronePro. A frequent speaker at national and international conferences, Rob draws on his extensive operational experience to help advance the UAS industry through education, collaboration, and practical applications of emerging technologies.
